Open the issuing agency's current opportunity page and notice history. Confirm whether the latest action is active, amended, cancelled, withdrawn, awarded, or closed before relying on earlier instructions.
An addendum can change the deadline, required form, eligibility condition, package name, or submission route. Use this seven-step checklist before your team treats the first document it downloaded as current.
Record the source and result for each step. If evidence is unavailable or official sources conflict, mark the item unresolved and continue only with conclusions the evidence supports.

Identify each addendum that must be signed, initialed, uploaded, or acknowledged in a portal. Record the required location and the person responsible for completing it.
Mark each named file as reviewed, pending, inaccessible, or customer supplied. Capture renamed or superseded forms and never treat a filename as proof that its contents were reviewed.
Map the final proposal route separately from Q&A forms, support email, qualification portals, site-information portals, and file-transfer links. A valid question channel may still be an invalid proposal channel.
Have a second review verify the newest action, terminal status, deadline, mandatory eligibility, required forms, acknowledgments, package naming, and submission route against the official sources.
