Public proposal control

The original RFP may no longer control.

An addendum can change the deadline, required form, eligibility condition, package name, or submission route. Use this seven-step checklist before your team treats the first document it downloaded as current.

Reconcile the opportunity before proposal work accelerates.

Record the source and result for each step. If evidence is unavailable or official sources conflict, mark the item unresolved and continue only with conclusions the evidence supports.

Start with the newest official action

Open the issuing agency's current opportunity page and notice history. Confirm whether the latest action is active, amended, cancelled, withdrawn, awarded, or closed before relying on earlier instructions.

Build the complete addendum list

List every amendment, addendum, Q&A release, revised attachment, and incorporated notice by date. Do not assume the files appear in chronological order or in only one section of the site.

Compare every deadline and timezone

Check the summary, narrative, addenda, attachments, and submission portal. Preserve conflicting values instead of silently choosing one, and seek authoritative clarification when the conflict could affect delivery.

Track required acknowledgments

Identify each addendum that must be signed, initialed, uploaded, or acknowledged in a portal. Record the required location and the person responsible for completing it.

Reconcile forms and attachments

Mark each named file as reviewed, pending, inaccessible, or customer supplied. Capture renamed or superseded forms and never treat a filename as proof that its contents were reviewed.

Separate submission channels

Map the final proposal route separately from Q&A forms, support email, qualification portals, site-information portals, and file-transfer links. A valid question channel may still be an invalid proposal channel.

Run an independent final pass

Have a second review verify the newest action, terminal status, deadline, mandatory eligibility, required forms, acknowledgments, package naming, and submission route against the official sources.

Minimum control record

Make the evidence easy to audit.

History matrix

One row per official action, addendum, Q&A release, revised attachment, cancellation, award, or closure notice—with publication date and controlling effect.

Document matrix

One row per required form or attachment—with access status, review status, supersession history, acknowledgment requirement, and responsible owner.

Route matrix

One row per submission or communication—with exact channel, deadline, timezone, authentication dependency, naming rule, and customer action.
